poor call center service / returns are handled poorly.

I ordered a skirt from old navy and the checkout and delivery process went great.
It was when I attempted to return the item to exchange it for another is where I ran into the problem.
I put it in the return envelope and put the return shipping invoice on it. I left it at work for the fex-ex/ups driver to pick up.
Three weeks later no item had arrived. I called the 800 number and they had no indications of a return in their system. They didn't have the return tracking number on file (even though it came with the shipment - they had provided it for me) They told me to call in a couple of weeks.
Two more weeks go by and no word. I call back - they still had no "received" the return. I call fex-ex and they said old navy should have it on file and that they couldn't look it up by the pickup location or the destination.
I called old navy back and they said I had to call in a couple of weeks.
that was over a month ago now. I have no skirt and no replacement item. Their call center doesn't seem to care.
